Who May File a Complaint?
Non-Discrimination - Title VI of the Civil Rights Act of 1964
The United States Department of Transportation (DOT) ensures full compliance with Title VI of the Civil Rights Act of 1964 by prohibiting discrimination against any person on the basis of race, color or national origin in the provisions of benefits and services resulting from federally assisted programs and activities.
If you believe you have been denied the benefits of, excluded from participation in, or subject to discrimination on the grounds of race, color, or national origin you may file an administrative complaint with FTSB.
FTSB investigates complaints on the basis of intentional discrimination or on the basis of disparate impact discrimination, where a neutral policy or practice has the effect of disproportionately excluding or adversely affecting minority or other protected individuals and the recipient’s practice lacks a substantial legitimate justification.
Complaints should be filed within 180 days of the alleged act of discrimination.

What Should You Expect From FTSB’s Complaint Process?
FTSB strives to process complaints promptly. At the conclusion of our investigation, you will receive a letter outlining our findings. In our complaint investigation process, we analyze allegations for possible Title VI deficiencies by the employee. If deficiencies are identified, they are presented to the employee and assistance is offered to correct them within a predetermined time frame.
